New Advisory Boards to Watch

Commissions and Advisory Boards are a common tool of choice for legislators when something is important, but they are not sure what to do about it.

Many of the advisory boards being considered by the legislators have little or no representation from the assisted living community and have specifically involved the residential assisted living community. RALNA members may want to follow the progress of the bills to establish these advisory committees in their states and may want to get involved.

Two of the noteworthy advisory boards that came to our attention recently are listed below.

Pennsylvania:

H.B.611 is titled “An Act establishing the Direct Care Worker Wage Advisory Board.” It was introduced to the Pennsylvania legislature on January 5, 2021 and seeks to establish an advisory board that sets the minimum wage for direct care workers and for a direct care worker registry. The members of the seven-person advisory board include “one member who is a home care employer,” “one member who represents the interest of individuals receiving direct care,” and a direct care worker. This bill is unusual because it directly includes a care worker, a beneficiary of the care, and leaves open the possibility of RAL participation on the Advisory Board.

Oklahoma

S.B 719 seeks, among other things, to reduce representation from residential care community and Adult-Day Care community on the Long-Term Care Facility Advisory Board from three members each to one each.

As this bill specifically proposes to reduce representation of the our members operating in Oklahoma, RALNA members may want to get involved.
